{"id":131974,"date":"2024-05-09T18:08:43","date_gmt":"2024-05-09T17:08:43","guid":{"rendered":"https:\/\/cultivated-x.com\/?p=131974"},"modified":"2024-12-02T13:10:08","modified_gmt":"2024-12-02T13:10:08","slug":"singapore-bill-revision-novel-foods-defined-food-category","status":"publish","type":"post","link":"https:\/\/dev.vegconom.de\/cultivated\/politics-law\/singapore-bill-revision-novel-foods-defined-food-category\/","title":{"rendered":"Singapore Proposes Revision of Novel Food Approvals with New &#8220;Defined Food&#8221; Category"},"content":{"rendered":"<p><span data-preserver-spaces=\"true\">The <a href=\"https:\/\/www.sfa.gov.sg\/about-sfa\/who-we-are\" target=\"_blank\" rel=\"noopener\">Singapore Food Agency<\/a> (SFA) and the Ministry of Sustainability and the Environment (MSE) recently <a href=\"https:\/\/www.reach.gov.sg\/Participate\/Public-Consultation\/Singapore-Food-Agency\/consultation-on-draft-provisions-in-the-food-safety-and-security-bill---defined-food-and-pre-market-approval#:~:text=6In%202019%2C%20SFA%20introduced,products%20are%20allowed%20for%20sale.\" target=\"_blank\" rel=\"noopener\">issued a new draft<\/a>, the\u00a0Food Safety and Security Bill\u00a0(FSSB), proposing a new category, &#8220;Defined Food,&#8221; and new requirements for pre-market approval of these foods or ingredients.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Under the FSSB, novel foods would be considered a sub-category of &#8220;<\/span>Defined Food,<span data-preserver-spaces=\"true\">&#8221; along with genetically modified (GM) foods, and insect-like species, all subject already to pre-market approval but will need to\u00a0meet additional regulatory requirements before being imported or sold in the country.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">According to the document, &#8220;<a href=\"https:\/\/www.sfa.gov.sg\/docs\/default-source\/default-document-library\/publicconsultpart5_annex-ii---defined-food-extracted-provisions-from-fssb-version-7-2(minusnotes).pdf\" target=\"_blank\" rel=\"noopener\">Defined Food<\/a>&#8221; includes food that consists of or contains novel or genetically modified ingredients that have not received pre-market approval, as well as any insect-like species that are<\/span><span data-preserver-spaces=\"true\">\u00a0not\u00a0<\/span><span data-preserver-spaces=\"true\">cataloged<\/span><span data-preserver-spaces=\"true\">\u00a0as such.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">The bill, open for public comments until next week, aims to strengthen Singapore&#8217;s food safety and security framework and consolidate existing regulations such as the Sale of Food Act and the Feeding Stuffs Act.<\/span><\/p>\n<figure id=\"attachment_128673\" aria-describedby=\"caption-attachment-128673\" style=\"width: 668px\" class=\"wp-caption aligncenter\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-128673\" src=\"https:\/\/cultivated-x.com\/wp-content\/uploads\/sites\/13\/2024\/02\/Joghurt.png\" alt=\"plant-based yogurt in a glass bowl\" width=\"678\" height=\"381\" srcset=\"https:\/\/assets.vegconom.de\/media\/wp-content\/uploads\/sites\/13\/2024\/02\/07160916\/Joghurt.png 678w, https:\/\/assets.vegconom.de\/media\/wp-content\/uploads\/sites\/13\/2024\/02\/07160916\/Joghurt-300x169.png 300w\" sizes=\"auto, (max-width: 678px) 100vw, 678px\" \/><figcaption id=\"caption-attachment-128673\" class=\"wp-caption-text\">\u00a9 Nishihama \u2013 stock.adobe.com<\/figcaption><\/figure>\n<h2><span data-preserver-spaces=\"true\"><span style=\"font-size: inherit\">Pre-market approval<\/span><\/span><\/h2>\n<p><span data-preserver-spaces=\"true\"><span style=\"font-size: inherit\">The FSSB also proposes new requirements to formalize and improve the management of Singapore&#8217;s current novel food application procedures, which allow companies to obtain pre-market approval for cultivated meat, fermentation-based, and insect-derived proteins.<\/span><\/span><\/p>\n<p><span data-preserver-spaces=\"true\">As<\/span><span data-preserver-spaces=\"true\">\u00a0<a href=\"https:\/\/natlawreview.com\/article\/singapore-introduces-new-legislation-regulating-food-alternative-proteins-and-more\" target=\"_blank\" rel=\"noopener\">The National Law Review<\/a> reported<\/span><span data-preserver-spaces=\"true\">,\u00a0the SFA will provide specific instructions on how to submit pre-market approval applications in the future. For example, applicants may be required to have a local contact in Singapore for the application process or applications that do not include all of the necessary data requirements set by the authority may be rejected. <\/span><\/p>\n<p>Other proposed requirements in the draft aim to frame how the approval is granted, how long it remains valid, and the process for cancelling or transferring the approval. However, to achieve this enormous goal, many alternatives to meat and dairy, from plant-based products to novel food,\u00a0<\/span><span data-preserver-spaces=\"true\">must<\/span><span data-preserver-spaces=\"true\">\u00a0be produced and commercialized in this densely populated country with land scarcity.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Since its establishment in 2019, the SFA\u00a0<\/span><span data-preserver-spaces=\"true\">introduced the <a href=\"https:\/\/www.sfa.gov.sg\/food-information\/novel-food\" target=\"_blank\" rel=\"noopener\">novel food regulatory framework<\/a>, which requires companies to seek pre-market approval by conducting and submitting safety assessments for their novel food to the SFA for review before the products are allowed for sale.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">This system granted GOOD Meat&#8217;s cultivated chicken approval in 2020, making Singapore the first country to sell cultivated meat. <\/span><span data-preserver-spaces=\"true\">The Finnish company <a href=\"https:\/\/cultivated-x.com\/company-news\/solar-foods-debuts-air-protein-solein\/\" target=\"_blank\" rel=\"noopener\">Solar Foods<\/a> has also received approval to sell its air-based protein Solein in the city-state<\/span><span data-preserver-spaces=\"true\">, as well as<\/span><span data-preserver-spaces=\"true\">\u00a0the Dutch fermentation specialist\u00a0<\/span><a href=\"https:\/\/cultivated-x.com\/approvals\/the-protein-brewery-novel-food-regulatory-approval-mycelium-protein-singapore\/\" target=\"_blank\" rel=\"noopener\"><span data-preserver-spaces=\"true\">The Protein Brewery<\/span><\/a><span data-preserver-spaces=\"true\">\u00a0for its flagship mycelium-derived ingredient Fermotein.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">Companies such as <a href=\"https:\/\/cultivated-x.com\/meat\/frances-vital-pre-market-dossier-launch-cultivated-chicken-singapore\/\" target=\"_blank\" rel=\"noopener\">Vital Meat<\/a>, <a href=\"https:\/\/cultivated-x.com\/meat\/aleph-farms-worlds-first-approval-cultivated-beef-petit-steak-israeli-restaurants\/\" target=\"_blank\" rel=\"noopener\">Aleph Farms<\/a> (recently approved in Israel to sell cultivated beef steaks), <a href=\"https:\/\/cultivated-x.com\/seafood\/cellmeat-to-launch-cultivated-shrimp-in-singapore-following-8-1m-series-a\/\" target=\"_blank\" rel=\"noopener\">CellMEAT<\/a>, and <a href=\"https:\/\/cultivated-x.com\/meat\/meatable-tasting-cultivated-meat-in-singapore\/\" target=\"_blank\" rel=\"noopener\">Meatable<\/a>, among others, \u00a0are now looking to enter the Singaporean market.<\/span><\/p>\n<p><span data-preserver-spaces=\"true\">&#8220;This consultation is the first of the series of public consultations, and concerns only &#8220;Defined food and pre-market approval.&#8221; We welcome feedback on how we can work together to collectively ensure a resilient supply of safe food for Singapore,&#8221; the document states.<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Singapore Food Agency (SFA) and the Ministry of Sustainability and the Environment (MSE) recently issued a new draft, the\u00a0Food Safety and Security Bill\u00a0(FSSB), proposing a new category, &#8220;Defined Food,&#8221; and new requirements for pre-market approval of these foods or ingredients.
